Вспомнились 1970-е годы, Чеви Чейс, покойные Джон Белуши и Гилда Раднер, передача Saturday Night Live на NBC. Если еще сравнительно недавно это выражение можно было считать аллюзией или своего рода цитатой, то сейчас это, на мой взгляд, вошедшее в язык фразеологическое сочетание. Пока его удалось найти включенным только во Free Online Dictionary of Computing:

•• В технических текстах перевести это выражение можно при помощи русского довести до ума ( новое изделие еще нужно довести до ума или просто нуждается в доводке). В заголовке Linux in China: Not Ready for Prime Time подойдет условия еще не созрели. Не созрели хорошо и в политическом контексте, но иногда придется добавить косвенное дополнение. В первом примере: Возможно, иракцы еще не созрели для демократии. В последнем: Кандидат еще не созрел можно добавить для большой политики.
